(Harrisburg, PA) -- Legislation that emphasizes that all public school students learn how to read by fourth grade has won passage in the state House of Representatives. The bill, which passed Monday by a 201-to nothing vote, would require the state Department of Education to establish a teacher training course in the "science of reading," starting next school year. It was sponsored by Republican Representative Jason Ortitay of Allegheny County and now goes to the Senate for consideration.
