State police on Tuesday arrested a Westmoreland County man accused of altering losing scratch-off lottery tickets to make them appear as winners and then collecting the cash. An employee at a 7-Eleven in Hempfield called police just after 12 a.m. yesterday to report the man trying to cash in what would have been his fourth lottery ticket at the same store in the last week. With the previous tickets, the store says that Craig Stout pocketed nearly 13-hundred dollars. Stout was outside the store when troopers arrived on Tuesday. Officers found him in possession of scissors, a glue stick and an unaltered scratch-off ticket.
