Reminder: Lemoyne Bottleneck Project Open House is Tonight
Online plans display is available for viewing; comments received through Feb. 29
Harrisburg, PA – This is a reminder that an in-person open house for the Lemoyne Bottleneck Project in Lemoyne and Wormleysburg boroughs, Cumberland County, is set for tonight.
The open house will be held from 5:00 PM to 8:00 PM, tonight, Monday, January 29, at the Lemoyne Municipal Building, 510 Herman Avenue, Lemoyne, PA.
The purpose of the open house is to present the recommended improvements and concept alternatives, receive input, and answer questions on an informal basis. The recommended improvements are anticipated to improve mobility and safety for bicyclists, pedestrians, and motorists on Market Street through the area commonly referred to as the Lemoyne Bottleneck.
Project personnel will be available to answer questions on project details and the recommended improvements.
As an alternative to attending the open house, a public plan display is available for review and comment on the project web site. See below for project web site information. Comments will be received until 11:59 PM Thursday, February 29.
The project primarily addresses high levels of stress for bicyclists and pedestrians throughout the Lemoyne Bottleneck due to several issues including high traffic volumes, curved roadway alignment, limited sight distance, inconsistent or nonexistent shoulder widths, and the poor condition and narrow sidewalks along corridor and at Norfolk Southern railroad bridges
The project is currently in the alternatives analysis phase. Three alternatives were examined, and all proposed alternatives include the following planned design elements: Select area widening and repaving the project limits with a higher friction surface treatment, geometry improvements and optimizing lane configurations while reducing vehicle path overlap, new 8-inch high curb and drainage upgrades, enhanced signage and pavement markings, traffic signal upgrades at both the Market Street with Front Street and 3rd Street intersections to include Emergency Vehicle Preemption and improved pedestrian accommodations, reconstructed curb ramps, driveways, and sidewalks or shared use paths to meet ADA requirements for pedestrians and bicyclists, improved roadway lighting and sight distance, driveway access management to reduce conflicts, and relocating fixed objects or improving protection to mitigate crashes.
Work is anticipated to take place during the 2026 construction season, subject to all approvals, environmental clearances, and funding availability.

The purpose of the online plan display and open house is to introduce the project, depict the preferred alternative, and receive public input regarding any questions or concerns with the project.
