Residents of Lancaster, Pennsylvania, will have the opportunity to express their opinions on PPL Electric's proposed rate increase at a public hearing tonight. The Pennsylvania Public Utility Commission is hosting the event at the Manheim Township Public Library, starting at 6 p.m.
